Your sister should start at the very beginning by making a plan of what she wants to do. What is she going to sell? Who is she going to sell to? What are her raw materials and production costs? What are her overheads? How much will she charge for her products? How is she going to reach her potential customers?
She'll need a website, shopping cart and payment gateway. We've used a combination of Easyspace for domain names and hosting, Roman Cart for our shoppng cart and Paypal for payments, with the account linked to our business bank account.
As has been said elsewhere, there's a lot to think about in the design of her website to make sure it attracts customers. She must think about off-line ways of promoting her site as well as on-line.
If she's in the UK, Business Link run free courses on starting in business and an excellent one on websites. Worth contacting them.
I wish her luck!

- Well her idea is great, all she needs to do is either find an ecommerce partner, or design and development company to but the website together, however be warned its not as simply as making a site and seeing immediate business, everything from the keywords choosen to the coding and layout used for your website, and on going website development can have affect on how well the business shall do!
